There is probably an opportunity here to create a firefox or chrome extension that makes the basic UI Mimic Internet Explorer exactly so people don't notice.
Or easier yet, just install Chrome Frame.
If you don't live anywhere near Japan, nor have configured your OS/Browser for this language, I would guess their system for detecting certain region-specific IP's is outdated or broken.
