I would think it would also have the beneficial effect of incentivizing a high level of truly good education for everyone in the society, as well as incentivizing greater equality.
+1 to encouraging an equal and educated society. You'd definitely want each batch of random citizens to be well informed and equipped to perform the legislative function.
