Introducing Policy Servers

Great that something is being done to those attacks. They have been a real nuisance, recently.

However, the solution seems to introduce a single point of failure to the rooms, at least partially defeating the purpose of the (very resource-intensive) model of distributed rooms, giving us the worst of the both worlds.
