If the US wanted more bases on the island, it can already do that. There are existing treaties. The US unilaterally closed many of its bases there, it could simply reopen then at any time.
If it wanted to extract natural resources it could just pay for permission to do that. Any of the other things it's claiming top lan there could also be done without annexing foreign territory.
