If the US wants more income to deal with the debt/deficit (to fund more tax cuts), then discouraging filing is not a good idea. Also, these folks would pay into Social Security but cannot collect, so they are actually subsidizing Americans.

the regime wants to bankrupt most Americans to install fiefdoms of corporate (blue states) or religious (red states) control.

And by want, I mean the same way the human's unconscious brain already makes choices and the rational super ego justifies those choices.
