We've witnessed it in Europe previously, in the financial sector. Before Brexit, London was by far the most important city for Finance in Europe. It's still the case for now, but Paris is growing very quickly, and Amsterdam is following too. Most major banks & trading shops opened offices in those 2 cities - the gap in salaries / bonuses, which used to be huge, is disapearing.
From the article though - "The amount of funding available has not yet been determined" - this and the last paragraph, sadly reflect partly the slowness of Europe. This is an unprecedent opportunity, maybe once in a lifetime, to attract top researches from the US towards EU, and it seems it's not yet the top priority.
