Sounds like the "new moons" are all just little debris, from whatever celestial collision formed Saturn's rings.

Pluto was downgraded to a "dwarf planet". Is there any term for a bit-player moon?

There isn’t a standard lower definition for what is considered a natural satellite (moon) of a planet.
