Here's a list of countries with a nuclear industry but no nuclear weapons program.

Taiwan South Korea Japan Germany Sweden Italy UK (not counting trident) Ukraine

Sweden had nuclear weapons program and was only six months away from completing a working bomb in 1965. Program was abandoned in 1966.

Sweden was far closer than that and only gave up its plutonium in 1990.

What nuclear industry does Germany have?

The map I found says there's still a couple operating reactors.

They are not operating anymore. Last 3 were shutdown last(?) year. They are now being dismantled. Though, there is research done, but mainly fusion, and some Fusion-reactors. Doesn't help with weapons, but might be your map is not specific enough about this?
