Health insurance is a funny thing. Most people, most of the time, don't really use it. You can't even really be sure you have it. People only find out about the limitations of their insurance when it's too late.
There is a very old joke that a Democrat is a Republican who got sick. If they don't happen to already be sick, or become sick soon, this could work for them.
So you could wipe out Medicaid entirely, and tens of millions of enrollees would say "Eh, turns out it's not so bad". Millions would of course suffer greatly, but many of them weren't going to vote for you anyway.
And on the plus side, hundreds of millions not enrolled in Medicaid would say, "Hey, lookit the deficit go down!" Some would even get a tax break (though the ones most likely to get a tax break are already voting Republican).
That's if you eliminated it. "Gutting" it would shift more people from the former category to the latter. They would get enough Medicaid between now and 2028, and that's all that's needed.
There's certainly a risk that it won't be seen that way, but it could well be a risk worth taking. If they can get Republicans in Congress to unite on some variant of this, they can make a big slash in the budget without losing control.
Most of everything going on is a sideshow to keep everyone's attention off the real story, New World Order....
