The rest of us think that it's actually hard to run a government and you need armies of qualified civil servants to do that work. We see layoffs for ideological reasons as the poorly-evidenced power grab they are.

Public sector workers are normal people. Quitting is saying "I'm not participating in this circus". And leaves less ambiguity than when fired
