Yes, it's a matter of which axis you rotate about to compare the two images.

assuming a perfect mirror exists, reflection means revectoring away from the mirror, but not refraction and inversion.

most people somehow have modeled a mirror as a lens, however if you compare IRL the two, you will see they are different.
