Why Rounding 5s Up Is Wrong

The discussion of avoiding systematic error is fine. It mis- explains why 5 is the threshold as arbitrary.

5 is the threshold because 0 is a number that rounds to 0. So half the numbers in the closed-open range [0-9) round down and half round up. Stated differently, numbers in [0-5) round down and in [5-10) round up.
