It's not like these models can't already be run locally. I guess the "special" thing here is that someone bothered hosting one for the public in TOR. I'm just hoping this article isn't consensus-manufacturing for a "seize the models and make them all 'safe'" effort.
Many LLM's already have that information, and will tell you if you jailbreak it or use an abliterated model.
