The Intelligence Community, whose entire job description is to counter and prevent this kind of espionage attack (and at this wide a scale), completely failed to do so.

So what are they to do but deflect and project? Actually demonstrate competence and integrity?

You forget the Intelligence community got their asses owned just years back. Oh and again if you count that other time.

The true crisis is that America outsourced these critical infrastructure pieces to domestic third parties who are not accountable. China just exposed American haplessness.
