This doesn't seem very consistent with what we know about Luigi. I can't find a Monterey within a four-hour drive of Maryland that's likely to have an aquarium; it looks like his mother now runs a boutique travel agency in a way that doesn't seem consistent with this description; and in general he seems to have grown up with affluence that's not reflected here.
