Trump sees Musk as a resource, but too difficult to control to be an underling and a possible rival in terms of popularity and if Musk were to get an appointment to a position with political power.
Why else would Trump place Musk in charge of a non-existent entity? Despite the name "Department of Government Efficiency" (DOGE) is not a government agency and has no government funding or authority.
Whatever ideas DOGE produces Trump can implement or ignore at his leisure. It pushes Musk "out of the way", gives him something to do that might be worthwhile, and still keeps the door open for future collaboration.
