North Korea's Smartphone Market Expands as Border Restrictions End

How do North Koreans afford those phones?

With so much smartphone penetration, how come foreign intelligency agencies are not developing ways (eg new firmwares) for North Koreans to circumvent the limitations imposed by Pyongyang?
