I never played Minecraft but this just looks like a video of Minecraft.

Are the animations new? In previous examples using something like Doom, the level would essentially transform into an entirely different level because the AI was generating it on the fly. I take it this is the same? Using the AI to generate frames seems horribly inefficient but I guess is how we get to the point you just type a prompt and a few minutes later an entire 20 hour game that never existed is generated?

Yes it's the same, no object permanence whatsoever: e.g. if you hold "turn left" you don't end up where you started after a full rotation, and eventually the scene diffuses into a blank ocean.
