I don't think you can blame a bot for a mentally unstable kid and neglectful parents.

The creators of the bot are responsible for the consequences of their actions. There are mentally unstable people (if that's true) and neglectful parents (again, if true - it's easy to duck responsibility by smearing the powerless victims), and if the bot is a threat to those people then the developers are doing wrong.

Are car manufacturers responsible for the suicides of people that drive cars off cliffs?

How is that the same and how different than the prior issue? I feel like your comment sets me up to work that out - it's your comment, what do you think? :)
