Until a few years ago there were probably no repercussions at all for destroying democracy by trolling. I agree it's not much, but it's better than nothing.
It seems that payments would have to be just as secret as operations, which would probably be difficult when dealing with random civilians who provide information. This indicates it's unlikely that rewards would be paid in such cases, I think.
