That's rather uncharitable. A whole bunch of hand sanitizer manufacturers that didn't know what they were doing sprang up during the COVID lockdowns, and the resulting methanol-laced hand sanitizer killed people. Also, one of their concerns is that since bulk-refillable ones aren't sealed, alcohol can evaporate out, leaving behind a mixture that's not effective at killing germs.
