This can easily be done with a small shell script and standard linux commands.

   #!/usr/bin/bash
   
   MAILTEXT=$(grep "dbkey" db.txt)
   
   cat emails.lst|while read ADDR NAME
   do
      mail -s "Subject" $ADDR <<EOT
   Dear $NAME

   $MAILTEXT

   EOT
   
   done

Schedule with cron.
