It is part of mount -- IIRC today's mount just runs findmnt --mtab under the hood -- and therefore available on all modern Linux systems. I guess the article's author would have been happy with
findmnt -s -D -e
findmnt --fstab --df --evaluate alias dfx='df -x nfs -x none -x smbfs -x tmpfs -x cifs -x tmpfs -x fuse.sshfs -x devtmpfs -x squashfs -x overlay -x efivars -x nfs4'
