No, these will never work, no one wants millions of tons over head that comes crashing down normally, certainly not with earthquakes and then you have to factor in all the mechanical degradation and maintenance
We do somehow live with skyscrapers and elevators though. Earthquakes occur regularly in some of the densest, most vertical cities like Tokyo. You might even imagine that the kinetic energy from a quake could be absorbed and stored, where it makes sense to engineer it
It isn't anywhere near the same thing. Think of it like a really bad earth dam looming over the land, it will fail and fail terribly
