But the GDP per capita of, say, Bangalore is much higher than the Indian average, at around $25,000, whereas the GDP per Capita around e.g. Manila seems closer to only $9,000 or $10,000, and HCM City is around $7,000. This lends credence to the idea that Indian devs might be getting further outsourced to these other areas.

Maybe, but the point is now other's countries are booming up so there will be chances that things are going to move further up like AI will eat jobs and other countries are starting to learn more, as internet is giving access to million of other students across world. The education that was giving USA, India and EU usually now available for others via online free courses across internet.
