FCC Revamps Its Mobile Speed Test App

How is Apple allowing this under the vendor’s Apple Developer account?

We were forced to release our app with the Gov agency’s account to ensure there isn’t any confusion (3-4 years ago). And I kind of agree with that policy (as you can already see from some HN comments)

Is this app safe to download?

The .gov website links to the same app, so yes. https://www.fcc.gov/BroadbandData/speed-test-app

Probably?

Is there any form of this test where I don't have to give my contact info?
