Why do penguins struggle with modernist architecture?

More relevant question - why the h*ll does https://en.wikipedia.org/wiki/Historic_England keep a complete failure on its preservation list? The "modernist architecture" was designed to be a zoo's penguin pool, but is utterly unfit for that purpose.

Perhaps Historic England's offices could be relocated, to some famous ruin? We can assure them that the lack of roof, plumbing, and such are "historic and inviolable".
