Japan wrestles with dangers of 'smartphone-walking'

I'd be happy to start with a draft bill "it shall be illegal to walk on a public street while distracted by an electronic device" and amend from there, as reasonable objections get brought up. I'm sick of yelling "Hello!" at people who are about to walk right into me.

It would be easy to treat it like a parking ticket: a fine and no possibility of jail time.
