I'd bet it's not much more than him having sideloaded some APK that makes it easy to find pirate sites on to the devices and then selling the devices like that.

Whatever it is, this would be a fitting thing for an altruistic hacker to clandestinely install remotely on every Firestick about now.

Don't they activate their botnets all at once after laying in wait until the time is right?
