The rise and fall of the software developer

Is this a case of titles changing?

Is there just as many people coding, but less people with title 'software developer'?

Or, are companies full of people doing small python 'things'. They don't need a developer, but on other hand all these little python 'things' aren't tested, supportable, sustainable, using any version control. I hesitate to call them programs, projects, etc... It's just a lot of hacking by someone a step up from using excel formulas.

Or, more charitably, is this all that is needed now? There are so many tools now, that joe-blow can just use some python to link some things together, and that is good enough, so they don't need a developer.

Note, this article was just looking at results, not possible causations, that is why i'm asking/speculating here.
