Strokes, alongside heart attacks tend to be time-critical conditions. In absence of a broad coverage, quick response first responder system, an expensive private hospital will be of little help, if you're already dead or a vegetable by the time you arrive there.

But yeah, in general you right, SUS is a great public health system, specially for such cases. But rich people don't use it, so it's not relevant to people like Chomsky. But it's super relevant to people like me.

SUS is a joke. Those that can afford buy private medical insurance but even that sucks because due to heavy regulation and government intervention. Only the rich and lucky have good healthcare in Brazil.
