What "exceptionally bad" things has he done? Has he killed anybody? Stolen candy from a baby? Framed somebody for a crime?

Am sure you could make the argument that misleading FSD have killed a bunch of people.

Tesla's instructions say to keep one's hands on the wheel. (I don't have a Tesla so haven't read them myself.)

Exceptional modified the quantity of impact, not the quality of good or bad.
