I feel like I might have a few million dollar prompts in me. Are they so desperate for people to use this service they must incentivize like this?

I read this as $1M / 500 (not sure what the distribution is)

What is Suno?

A quick skim of the website makes it look like a Spotify alternative, but I'm assuming there's something more going on.

The website doesn't have a "What is this" page.
