This seems a bit much. I expect to receive something like this if I failed an interview. Not when I am getting layoff.

"Reasonable accommodation" is an employment/disability law term of art with a very specific meaning.

They are saying "you're disabled in a way that we're pretty sure we can fire you for."

At least those make comprehensible sentences in ordinary English.
