If that was the intention of the artist, my opinion would be more towards they break the molds and delete the scans, instead of allowing infinite copies.
Regardless of what you think should have happened to the works, they are now in the public domain and being gate kept by the museum administrators. The museum itself is state owned and so should serve the public.

I personally do not have any issue with websites choosing to paywall their content, so I have no motivation to complain about the existence of paywalls.
The archive.is snapshot ( https://archive.md/mBig8 ) is of a partial article with a subscribe nag ... this suggests the issue is cookies and|or geolocation.
