I think the concept of minimizing civilian casualties is only achievable if you have significant outmatch against your enemy, which was the case for the United States in the past three decades. For every other country fighting an opponent that's somewhat evenly matched, it's not attainable and to even try would put you at a disadvantage.

Once you're in a war that you could potentially lose, it's more important to win as fast as possible to minimize the damage to your economy and population, much more than avoiding some UN resolutions.

As far as I understand it, tech (“ai”) is being used to target civilians and civilian aid so I think this is a case of the “no is the answer for most headline questions”
