IANAP (Not A Physicist)...but is this actually news? It's been known for centuries that water (& ice) will slowly evaporate (& sublime) at far below the boiling point. And that it's mostly the water molecules at the top of the statistical distributions of kinetic energies which "make the leap" from the surface. And that water will absorb some light - which heats it up, aka increases the energy of whichever water molecule(s) absorbed a given photon.
