Not exactly sure what you're referring to. If it's the legality of using a VPN to access streaming content, it varies by location and the terms of service of the streaming platforms.
The streaming provider does not have the right to show you the movie in your country. So if you're using a VPN to stream I guess both you and them are guilty of copyright infringement, which is a crime more heinous than murder.
Just torrent the movie then, it's cheaper and more convenient again.
