When I was a kid, Japan was seen as the technology center of the world. I've been there a few times in the last couple of years, and in many ways, it feels like they are stuck in the 90s. CDs, fax machines, terrible websites (using old technology). I wonder if it's the recession in the 90s that prevented them from embracing newer technology we see in the US.
I have even had much better Internet speeds in Vietnam. I regularly run speed tests wherever I go, and Tokyo was about 2X slower than most places I would check in Ho Chi Minh city.
