Looks like a game tool to me. You would roll it some distance or more, and hope to get a preferred vertical hole, i.e. a big one if you are trying to toss something into it or a small one if the opponent is. Coins would be likely. You might get more "points" if you pass through smaller holes. The possible game designs seem very large.
