I generally agree with what the article says, but..

Yeah, no, that's not the reason. It is true that Taipei has no food leftovers on the streets, but the pigeons aren't "gone", they're trapped in rooftop cages, mostly for pigeon racing (but occasionally to be cooked).

Taiwan has more pigeon racing than any other country on earth, according to Wikipedia.

Rule 1 for when you discover a nice place with few tourists: Don't tell anyone.
