I think the biggest problem with retiring to places like Mexico is the healthcare.

When you are young, cheap healthcare from the government is sufficient. When you are older, you need to have access to doctors and hospitals that can properly diagnose things like cancer before it's too late. This involves equipment that many places just don't have.
