They do not need a law to take a website to court. They can already do that. I need to find the lobbyist website which tracks how much $$$ is coming from Hollywood to DC.
To beat the pirates the MPA needs to encourage theaters to offer the consumer things the pirate sites don't have and to stop doing things consumers hate.
Make sure movies release on all platforms simultaneously, internationally. Encourage theater memberships, deals, events. Upgrade theater tech to use the highest resolution and most uncompressed high quality audio (making piracy files either low quality by comparison, or too big to process on most devices). Shut down DRM that forces people to use smart TVs at home instead of their mobile devices or their laptop. And importantly, stop being condescending, let people watch their media their own way, don't force people to watch in theaters if they don't want to.
