Can the SOTU be delivered by an AI avatar representative of a human president?

What are the legal implications? I am wondering if it would be possible to have a democratic party where the representative in all but legal documents is an AI avatar and clearly stated as an AI avatar. This, for instance, could prevent charisma being the overriding factor in electability. It might differ in presidential and parliamentary democracies. We alread have AI avatars being featured as campaigners in elections, but that's more of a gimmick. Can that be done seriously?
