Worry more about RAM than anything else

Xcode runs admirably on an M1 ... it ought to only do better on later revs of the CPU family :)

That laptop is several times more performant than the Intel i9 Macbook Pro. It's much more than reasonable.

RAM helps a lot for devs. Much more than a big disk, IMHO. It's not necessary but it's very convenient.
