With only less than 5% of value went to Chinese firms why should the Chinese let their money siphoned overseas?

I don't understand why Huawei did not go for its own deGoogled version of Android. Would be great to have an alternative outside of China that would not be controlled by Apple or Google.
Why bother? When you have the biggest marketplace in the world, you don't need to cater for the fringe people.
Still they were, and they were pretty successful at it before the US ban...
