It seems highly unlikely IDF would waste resources target individual civilians, follow them around Gaza and eliminate them to prevent their skills being used by Hamas, when the same techniques (say, cell phone tracking drones) can be used directly against high value targets in the Hamas leadership, or at the very least the foot soldiers who are likely to be around such targets.
