I think they are using 'meaningless' as 'lack of significance' more than 'lack of meaning'. Programming rules obviously always mean something, but they don't always seem significant. People who get programming are comfortable with that lack of significance and just go about following rules. People who don't get programming try to find significance where it's not and end up being inconsistent.
