It was ugly. the references were often inaccurate, the resulting text nonsensical; and the actual fixes happened deep in "conference Committee" work after the bill was passed.
This was in the early days of the Internet when the sources were skinnier and the version of "the US Code" you might find could well be outdated vs what Congress critters were provided with. Or vice versa.
Hopefully the data is more accessible and homogeneous now.
