This feels like missing the point; of course CFR is in tension with speed of delivery! It's to stop gaming the metrics. If you don't have CFR to balance the lead time for changes and deployment frequency then you can make a pipeline and delivery process that very rapidly deploys very buggy code.

DORA metrics can be summarised as "are you delivering high quality changes quickly"? It's not a bad incentive to encourage less buggy code.
